American Recovery and Reinvestment Act of 2009

"Because of the steps we took, there are about two million Americans working right now who would otherwise be unemployed...The plan that has made all of this possible, from the tax cuts to the jobs, is the Recovery Act."

- President Barack Obama

ARRA, also known as The Recovery Act, was signed by President Obama on February 13, 2009.

The Immediate Goals of ARRA are to:

  • Create new jobs and save existing ones
  • Spur economic activity and invest in long-term growth
  • Foster unprecedented levels of accountability and transparency in government spending

ARRA legislation included a $4 billion appropriation of Capital Fund for public housing agencies (PHAs) to carry out capital and management activities.  The Recovery Act required that $3 billion of these funds be distributed as formula funds and the remaining $1 billion be distributed through a competitive process.
