American Recovery and Reinvestment Act of 2009

ARRA, also known as The Recovery Act, was signed by President Obama on February 13, 2009.
The Immediate Goals of ARRA are to:
- Create new jobs and save existing ones
- Spur economic activity and invest in long-term growth
- Foster unprecedented levels of accountability and transparency in government spending
ARRA legislation included a $4 billion appropriation of Capital Fund for public housing agencies (PHAs) to carry out capital and management activities. The Recovery Act required that $3 billion of these funds be distributed as formula funds and the remaining $1 billion be distributed through a competitive process.
