GENERAL GUIDELINES
Copies of specifications of RFPs may be obtained from the Purchasing
Department of CMHA located at 8120 Kinsman Road, 3rd Floor, Cleveland, Ohio
44104, Monday through Friday, 8:30 a.m. - 3:30 p.m., beginning on dates
identified in the specified proposals. CMHA reserves the right to reject any or
all proposals received and waive any informality in the proposals received.
Proposals may not be withdrawn without the written consent of CMHA for 120 days
from the date of the receipt of the proposal. CMHA is a political subdivision of
the State of Ohio, exempt from all taxes and has adopted and supports the Small
Disadvantaged Business Program for Minority and Female Business Enterprise
Participation, dated December, 1994.

Solicitation #12-01-001Request For Qualifications (RFQ)Basic Ordering Agreement for CMHA Landscaping ProgramThe Cuyahoga Metropolitan Housing Authority (CMHA) Purchasing Department shall receive proposals for a Basic Ordering Agreement (BOA) for the CMHA Landscaping Program, Solicitation No. 12-01-001 on Thursday, February 23, 2012 until 12:00 noon EST. All proposals shall be sealed and delivered to: CMHA Purchasing Department, Attention: Janice Y. Williams, Contract Administrator, 8120 Kinsman Road, Cleveland, Ohio 44104, and arrive before the date and time shown above. All proposals received after this date and time shall be returned unopened to the offeror.
Proposal specifications may be obtained from the Purchasing Department of CMHA, located at the above address, Monday through Friday from 8:00 a.m. to 4:00 p.m. EST, beginning Wednesday, February 1, 2012.
A Pre Proposal Conference will be held in the 2nd Floor Conference Room of the CMHA Service Building at 8123 Preble Avenue, Cleveland, Ohio 44104 on Thursday, February 9, 2012, at 9:30 a.m., EST.
Proposals should be prepared in accordance with the instructions outlined in the RFP and will be evaluated by CMHA as stated in the evaluation criteria for award. CMHA reserves the right to reject any or all proposals received and waive any informality in the proposals received whenever such rejection or waiver is in the best interest of CMHA. Proposals may not be withdrawn without the written consent of CMHA for 30 days from the date of the proposal due date.
Payment for labor as it applies to this project(s) shall not be less than the minimum prevailing hourly wage rates as pre-determined by the Secretary of the U.S. Department of Labor and set forth herein. This work is subject to Federal Minimum Prevailing Hourly Wage Rates. Any State Minimum Prevailing Hourly Wage Rate exceeding the Federal rates incorporated in the Public Bid Specifications shall not be applicable, and only those rates set forth in the Public Bid Specifications shall be enforced.
