GENERAL GUIDELINES

Copies of specifications of RFPs may be obtained from the Purchasing Department of CMHA located at 1242 East 49th Street, 5th Floor, Cleveland, Ohio 44114, Monday through Friday, 8:30 a.m. - 4:00 p.m., beginning on dates identified in the specified proposals. CMHA reserves the right to reject any or all proposals received and waive any informality in the proposals received. Proposals may not be withdrawn without the written consent of CMHA for 120 days from the date of the receipt of the proposal. CMHA is a political subdivision of the State of Ohio, exempt from all taxes and has adopted and supports the Small Disadvantaged Business Program for Minority and Female Business Enterprise Participation, dated December, 1994.

Removal and disposal of existing rooftop make-up air handling unit including associated electrical connections and replacing with new.

The construction estimate range for this project is between $100,000 and $250,000

Bids shall be opened at and specifications are on file in the CMHA Purchasing and Distribution Department, 1242 East 49th Street, Fifth Floor, Cleveland, Ohio 44114. Specifications may be obtained for a $35.00 non-refundable charge payable by check. Cash will not be accepted.

A Pre-Bid Conference will be held in the Conference Room of the Construction Department at 1242 East 49th Street, Fifth Floor, Cleveland, Ohio 44114 on Tuesday, August 26, 2008 at 9:30 a.m.

Each bid must be accompanied by a properly executed Bid Bond, Certified Check, or Cashier’s Check on a solvent bank, made payable to CMHA in an amount which shall not be less than ten percent (10%) of the total amount of the bid.

The work to be performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701u (Section 3).

Architectural and Engineering Services

The Cuyahoga Metropolitan Housing Authority (CMHA) is seeking the services of a qualified architectural/ engineering firm with demonstrated competence and expertise in the renovations of CMHA housing developments for accessibility requirements under the Voluntary Compliance Agreement (VCA) between the U.S. Department of Housing and Urban Development (HUD) and CMHA. All proposals shall be sealed and delivered to: CMHA Purchasing Department, Attention: Janice Y. Williams, Contract Administrator, 1242 East 49th Street, 5th Floor, Cleveland, Ohio, 44114-3851, to arrive no later than Friday, September 12, 2008 at 3:00 p.m. (EST). All proposals received after this date and time shall be returned unopened to the offeror.

A copy of the RFP may be obtained from the CMHA Purchasing Department, located at the above address, Monday through Friday, 8:30 A.M. to 4:30 P.M. beginning Monday, August 18, 2008. Proposal packets may be mailed out by calling (216) 432-5016, ext. 4046.

A pre-proposal conference will be held in the Conference Room of the CMHA Construction Department, at 1242 East 49th Street, 5th Floor on Wednesday, August 27, 2008 at 9:30 a.m. (EST).

Proposals should be prepared in accordance with the instructions outlined and will be evaluated by CMHA as stated in the evaluation factors for award in the RFP. CMHA VACANT UNIT RENOVATION BASIC ORDERING AGREEMENT (BOA)


Proposal specifications are on file in the Purchasing Department of the Cuyahoga Metropolitan Housing Authority, located at 1242 East 49th Street, Fifth Floor, Cleveland, Ohio 44114. Proposal specifications may be obtained Monday through Friday from 8:30 a.m. to 4:00 p.m. EST, beginning Tuesday, September 2, 2008.

Payment for labor as it applies to this project(s) shall not be less than the minimum prevailing hourly wage rates as pre-determined by the Secretary of the U.S. Department of Labor and set forth herein. This work is subject to Federal Minimum Prevailing Hourly Wage Rates. Any State Minimum Prevailing Hourly Wage Rate exceeding the Federal rates incorporated herein these Public Bid Specifications shall not be applicable, and only those rates set forth herein these Public Bid Specifications shall be enforced
