Heritage View Homes
In 2005, CMHA proposed a plan to redevelop its 29-acre Garden Valley Homes Estate, which had been constructed in 1959 as one of the country’s first urban renewal programs. This five phase project, of which three phases are now complete, will ultimately infuse $100 million into the community and has helped energize other projects that have brought an additional $60 million in investments to the area.
The redevelopment, now called Heritage View Homes, has been a tremendous success for the community. 207 families are already living at the estate, and another 143 will be able to move in after the last two phases. Today, the new Heritage View Homes is a perfect complement to the extensive redevelopment efforts underway in Kinsman area.
Garden Valley is now moving into its fourth phase. Heritage View follows the national trend of complete demolition and the reconstruction of mixed-income rental, including both public housing and market rate units. However, it is different than other redevelopments around the country for many reasons. First, is its contemporary design. Heritage View breaks to mold of traditional public housing with design features such as oversized windows, independent entrances, arched ceilings and unrestricted green space.
Although the innovative design is an exemplary example of modern affordable housing, CMHA’s development team realized that in order to have maximum impact, efforts would need to be made to revitalize the entire community. This is the main reason why CMHA initiated such an extensive community engagement process. The goal was to not only determine current replacement unit needs, but also to create a vision among the various stakeholders of what they envisioned for their community. The final plan represented a new vision for not only Garden Valley, but the Kinsman neighborhood. This plan has now been incorporated into the greater Ward 5 planning efforts and has been adopted by the City of Cleveland as a part of its Comprehensive Plan 20 year plan.
