Riverview Towers and Family

 

Riverview Terrace was constructed in 1963 and is located atop the Cuyahoga River bluff overlooking downtown Cleveland. It has majestic views up and down the river, and the presence of the fifteen-story, 660 foot-long high-rise tower designated for seniors is a west side landmark. Riverview is located in the Ohio City neighborhood which contains an interesting mixture of land uses and a diverse population.

 

The area continues the resurgence in new construction of homes and commercial establishments and has become a popular restaurant and entertainment district in the city of Cleveland. Adjacent to Riverview is the famous West Side Market, one of the country’s largest indoor/outdoor markets. The current West Side Market Building was built in 1912 and is distinguished by its 137 foot domed clock tower; it is visited by millions of shoppers each year.  The entire City will be a part of the Market’s 100th anniversary in 2012.

 

The original Riverview construction contained ten residential buildings with 135 units and a high rise for elderly residents, containing 644 dwelling units, on 18.2 acres.

 

In order to create a mixed-income development in Ohio City, CMHA applied for and received a Hope VI Grant in 1996 to demolish 135 family units and to construct a mixed income development containing 420 units, out of which 81 units were to be used as replacement public housing units. Upon receipt of the Hope VI Grant, the 135 family units on the Riverview site were demolished.   In May 2005, it was determined that the hillside above the Cuyahoga River was unstable and the terrace behind Riverview Tower could not be built upon.  Alternative plans in a variety of new locations around the West Side Market were evaluated and discussed in neighborhood meetings.  Ultimately a plan consisting of 86 units of single family homes and small apartments dispersed throughout the West Side of Cleveland was approved by HUD.   The homes were purchased and prepared for occupancy in 2008 and 2009.  The Riverview HOPE VI Grant was completed in the fall of 2009.  135 CMHA families are now living in residential neighborhoods of Cleveland’s West Side as productive members of the community.
